Importance of Yehlanka to penukonda is much higher than bhigwan to gulbarga. Right bangalore is connected by a single line to guntakal which is more important to be converted to double line.
Also I believe they will finish one section first in couple of years either kurduwadi bhigwan or akalkot to gulbarga.
To be honest akalkot to gulbarga is much easier as it doesn't 2big bridges like the other section has
